About the Indaba

The National Resettlement and Compensation Indaba is a high-level, multi-stakeholder dialogue convened to address the persistent challenges surrounding resettlement and compensation in Zambia. Building on district-level engagements and research, the indaba comes at a critical time as the country moves toward developing the Resettlement Management Bill, 2026. It provides a platform to strengthen understanding, share experiences, and shape a more just, transparent, and accountable framework that protects the rights and livelihoods of communities affected by development projects and displacement.

Event Details

This is a one-day, invitation-only indaba bringing together Members of Parliament, government institutions, civil society, private sector representatives, traditional leaders, and community members. The event will take place on Thursday, 30th April 2026, and will be streamed live on Facebook to allow broader public engagement and access to the discussions.

Objectives

The indaba will:

  1. Sensitize Members of Parliament (MPs), relevant ministries, CSOs and private sector actors on the content, rationale and transformative potential of the Resettlement Management Bill 2026;
  2. Provide the Office of the Vice President with a platform to present the Government’s vision for the Bill and the specific gaps it addresses;
  3. Facilitate structured dialogue on practical governance gaps and implementation challenges and opportunities drawn from district experiences and the Mokambo research;
  4. Provide substantive feedback and inputs from all stakeholders to strengthen the proposed Bill, particularly by incorporating robust human rights, social, livelihood restoration, and environmental safeguards in line with international standards and good practices on involuntary resettlement (such as IFC Performance Standard 5 and the UN Guiding Principles on Business and Human Rights);
  5. Build consensus and partnerships that will support speedy parliamentary passage and subsequent effective implementation and enforcement of the new law;
  6. Strengthen networks for ongoing monitoring and accountability in resettlement and compensation practices around mining projects.
