1. Introduction
The Centre for Environment Justice (CEJ) invites qualified independent consultants or firms to submit proposals for conducting an external final evaluation of the Resilient Initiatives for Sustainable Environment (RISE I) project. Funded by Bread for the World, the project aims to enhance environmental sustainability and livelihoods in mining-affected communities in Sinazongwe (Southern Province) and Serenje (Central Province) Districts, Zambia. The project runs from December 2022 to November 2025 and focuses on advocacy for mining and environmental compliance, multi-stakeholder dialogues, media and research, digital citizen monitoring via the CEJ App, and strengthening community organizations and women’s savings groups.

The evaluation will assess the project’s relevance, coherence, effectiveness, efficiency, impact, and sustainability using OECD-DAC criteria, with a focus on cross-cutting themes such as gender, inclusion, and environmental impact. It will validate results against project objectives and indicators (as outlined in the attached Enclosure I to the Cooperation Agreement) and provide actionable recommendations for CEJ, communities, regulators, and partners.

2. Eligibility and Team profile
• Team Lead: At least 7–10 years of experience in evaluating extractives governance, CSER, environmental justice, and community livelihoods; proven expertise in OECD-DAC evaluations; strong facilitation skills; excellent English proficiency; local language skills (e.g., Tonga, Bemba) an asset.
• Local Researchers/Enumerators: Experience in conducting FGDs/KIIs, with knowledge of safeguarding and local languages.
• Independence: No conflicts of interest with CEJ, partners, or stakeholders.
• Desirable: Familiarity with Zambian regulatory contexts, environmental rights, gender/disability inclusion, and digital monitoring tools.
Proposals must demonstrate independence, ethical standards, and compliance with Bread for the World evaluation guidelines.

3. Scope of Work
• Timeframe: Covering the full project period (December 2022 – November 2025).
• Geography: Sinazongwe and Serenje Districts.
• Methodology: Mixed methods (desk review, KIIs, FGDs, observations, surveys) with triangulation and ethical safeguards.
• Deliverables: Inception report, data tools, debrief sessions, draft and final reports (≤35 pages), policy brief, slide deck, and anonymized dataset.

4. Proposal Requirements
Interested consultants/firms should submit a combined technical and financial proposal in PDF format (maximum 15 pages, excluding CVs and annexes). The proposal must include:
• Understanding of the assignment, key risks, and alignment with RISE objectives/indicators.
• Detailed methodology, workplan, and sampling approach.
• Team composition, roles, and CVs (maximum 4 pages each).
• Examples/links to comparable evaluations.
• Ethical approach and safeguarding statement.
• Budget breakdown within the EUR 6,000 ceiling (covering fees, travel, accommodation, DSA, etc.).
• Availability confirmation for October–November 2025.
• Conflict-of-interest declaration and references.

6. Selection Criteria
Proposals will be evaluated based on:
• Methodological quality and feasibility (35%)
• Team qualifications and contextual experience (30%)
• Understanding of RISE and cross-cutting themes (15%)
• Value for money (15%)
• Workplan and availability (5%)
CEJ will conduct an open, competitive process, obtaining at least three offers. Shortlisted candidates may be invited for clarification. Bread for the World has a 14-day comment/veto period on the TOR, selected evaluator, and reports.

7. Payment Terms
• 30% upon approval of inception report.
• 40% upon approval of draft report and debrief.
• 30% upon approval of final package.

8. Contact Clarifications
Budget Ceiling: EUR 6,000 (approximately ZMW 165,000) inclusive of all costs and taxes (professional fees, travel, accommodation, DSA, transcription/translation, data collection, analysis, reporting, and design of outputs).
Payment Schedule (deliverables-based): 30% on approved inception report; 40% on approved draft report and debrief; 30% on approved final package.
Any budget revision requires prior written approval from CEJ.
